The fact is was no impairment is actually good. The first stroke can be the worse as once diganosed it can be treated. In al the cases mentioned it seems the police had no real reason to use the force they did. If this is "tone policing" then there needs to be more of it. (Keep it mild without impairment, FT - the 1st one can be a warning. No doubt there are more than a few thugish and racist cops about. I expect it's kind of like the pedophilic priests - maybe some 5% of the priest population by some estimates which is not substantially different from the rest of society. And there are, no doubt, many "systemic" aspects to American society that are decidedly problematic and have contributed to the problem. But, at the same time, many have also argued - like Cathy Young's Ferguson post - with some credibility that the black community in American is largely its own worst enemy. Case in point:

Based on my own experiences in that regard, it seems to depend on what they find.
