Being an overgrown baby is a problem that afflicts more than Becky's generation. Paul Myers is clearly still living in his own memories of high school. It's not a problem limited to "you kids today."
And especially regarding the idea brought up elsewhere that it's because kids aren't striking off on their own...failing to note that, for example, the Mexican family down the road living three generations to a home is a far more "traditional" way of life. If not moving out when they're 16 is stunting these kids' development, it's because the idea has been so strongly impressed on them that this is what adults must do and if you can't afford to it then you're not an adult. Which incidentally leads to lots of overgrown children of rich parents who get to think they ARE adults because their trust fund money gets them a nice pad in the city.
