Not according to the computer security firm that investigated the leaks, the FBI, CIA, NSA, even most Republicans in government. Problem is, even with 4 the NSA did not strongly endorse the report:

I also like people pointing out Comey was a 'registered Republican" without ALSO pointing out the Comey had cleared President Clinton in the pardon of Marc Rich, and many people consider that he owed lots of his freaking political career to the Clinton machine. Why the HELL is he ever involved in 'investigating' the Clintons or their enemies?

By the way, the NSA guy (Rogers) was the guy who warned Trump that the transition team was bugged, resulting in Trump moving the transition out of Trump Tower to another location.
