The International Association for the Advancement of Eugenics and Ethnology was from the Civil Rights Era, not the early Progressive Era of which I was speaking. By that time eugenics was indeed vilified in mainstream thought and its role in early Progressive thought was well on the path to being a dirty little secret. At this point it was a fringe thing, the province of segregationists and white supremacists, but eugenics had no chance of being reflected in government policy again.

I have no idea what the dominant conservative thinking was on eugenics in the early 20th century. Here's an interesting article from the New Republic reviewing a book called Illiberal Reformers: Race, Eugenics & American Economics in the Progressive Era that's similar in thesis to Goldberg's book, but written by an academic without a partisan ax to grind. It makes the fascinating claim that today we have the Scopes Monkey Trial all wrong, and William Jennings Bryan's primary concern in wanting to keep that particular biology textbook out of school was the eugenics it advocated, not evolution. It also states the only dissent from a 1927 Supreme Court decision holding that forced sterilization was from a conservative justice on the then progressive dominated court. An interesting further snippet:

It’s impossible to understand early twentieth-century progressives without eugenics. Even worker-friendly reforms like the minimum wage were part of a racial hygiene agenda. The progressives believed male Anglo-Saxons were the most productive workers, but immigrants and women were willing to accept lower wages and displaced white men. But the argument, still heard today in dimmer left wing circles, that fascism is the apotheosis of right wing thought and all ideologies that can be classified as right of center should be stained by the shame of it, is even worse. Interesting observations, and bit of history, and the New Republic article looks to be likewise. Though don't think you - or anybody else for that matter - has adequately defined "fascism" in the first place: if it means pretty much everything - and everything that everyone else is doing wrong - then the word is largely useless - like "Nazi", or "racist". I have heard of big coastal brown bears ripping the heavy gauge steel doors off of big logging crew trucks from the hinge side to get at the lunches inside the truck! I saw pictures of one smiling with Linda Sarsrour, and a map with a post-it note saying "Palestine" on it. I didn't check to see if it was real or not, but I could believe both could happen, esp. Sarsour. She's get bloody everywhere, and a lot of people still don't get the message that she is toxic.

Sometimes I think Jerry Coyne is a little OTT in his generalities on Antisemitism, but his focused posts are generally pretty spot on. He has covered this today very well.
