If the GOP loses the House and the Senate in the mid-term elections Trump will be impeached. There's a possibly farfetched theory going around that Speaker Ryan's call that he'll be stepping down when his term is up is a signal to his fellow Republicans to oust Trump while they can rather than wait for Dems to do it since if they proceed before next year they'll get an automatic VP Ryan. Then even if Pence goes down afterward they'll still hold the Executive branch.

Picky point, but you should also consider the case where POTUS is incapacitated, the VP becomes POTUS, and then the new POTUS is incapacitated before a new VP is confirmed. This is not well explained by the 25th A (which was supposed to clear this all up). If the new POTUS hasn't even named a new VP, then it clearly goes to the Speaker. But what if the new POTUS has named a new VP, but the new VP has not (yet) been confirmed?

Reps toss Trump out before the end of the year. Pence ascends and nominates someone (possibly Ryan) who is then confirmed as Veep. Then if Dems later impeach Pence as well there's still an unimpeachable Republican in office.
Alternatively, they do nothing, Dems oust Trump and Pence together, and a Dem gets in the White House.

The proposal however is that they dump Trump before the end of the year while they still have control of Congress, then get an unimpeachable Republican rushed into the VP position who would then make going after Pence an unprofitable venture for Dems post-election.
